The SLP dual-dual kit is generally regarded as one of the quietest cat-backs available.

Some kits were made even quieter using a "Cone of Silence" in the driver's side tailpipe.  This is basically a plate that reduces the diameter of the pipe to about 1/2" and looks something like the picture to the right.
